Instead, when they, or anybody, send flooding messages, the messages will be deferred, and priority given to first-hop messages and messages from non-flooding remailers. The deferred messages will be trickled back into the queue and processed, but will be delayed. My intention is to make sure the remailer is not clogged with (presumptive) flooding messages; instead, it will give priority to non-flood messages, while ensuring that all messages, flooding or legitimate, from the flooding remailer, get through, eventually. If other remops are also using some kind of flood tripwire/deferral, there is a sort of variation on the just-in-time idea: if Cheshire requeues the flooding messages too quickly, it will be seen by the downstream remailers as a flooder, and its messages delayed.
